The required fire resistance rating (specified as <strong>UNI EN 12845 = R60<\/strong>) must be achieved in a manner consistent with the actual characteristics of the room, especially where the structural integrity of the entire structure is at stake. <\/p>\n\n<h2 id=\"il-punto-critico-la-struttura-portante-in-lamiera-metallica-zincata\" class=\"wp-block-heading\">The critical point: the load-bearing structure made of galvanized sheet metal<\/h2>\n\n<p class=\"wp-block-paragraph\">With regard to the load-bearing structure described, it is clearly stated that it is <strong>impossible<\/strong> to meet the required fire resistance standard.<\/p>\n\n<p class=\"wp-block-paragraph\">This means that, even if the panels are rated EI60, the overall performance of the room cannot be automatically \u201ctransferred\u201d to the load-bearing structure. If the element that supports and stabilizes the room is not suitable, the required performance cannot be achieved, regardless of the panels\u2019 performance level. <\/p>\n\n<h2 id=\"perche-una-certificazione-che-attesta-puo-risultare-non-attendibile\" class=\"wp-block-heading\">Why a certification that \u201cattests\u201d may not be reliable<\/h2>\n\n<p class=\"wp-block-paragraph\">If the load-bearing structure <strong>is not suitable<\/strong> for achieving the required performance (<strong>R60<\/strong>), then \u201cany certification attesting to this is unreliable.\u201d<\/p>\n\n<p class=\"wp-block-paragraph\">This is not merely a formal issue: a statement or document must be consistent with the actual object it describes. If the required performance is specified for a space where the load-bearing structure cannot reach it, this creates a mismatch between the requirement and the actual construction, with operational and liability implications. <\/p>\n\n<h2 id=\"pannelli-ei-60-cosa-serve-davvero-e-cosa-no\" class=\"wp-block-heading\">EI60 Panels: What You Really Need (and What You Don&#8217;t)<\/h2>\n\n<p class=\"wp-block-paragraph\">With regard to the <strong>panels<\/strong>, it is specified that, <strong>since they are not part of the load-bearing structure<\/strong>, they are required to undergo \u201conly\u201d a <strong>fire reaction<\/strong> test with a rating of at least <strong>A2s1d0 \u2013 UNI 11292 5.1<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">Therefore, in the context described, the focus on the panels must be interpreted correctly: they are not \u201creplacing\u201d the load-bearing performance of the structure. They are an element that must meet a different requirement (reaction to fire) than that required for the load-bearing capacity and stability of the structure as a whole. <\/p>\n\n<h2 id=\"progettazione-e-realizzazione-perche-conta-uni-en-1090-ce-e-dop\" class=\"wp-block-heading\">Design and Construction: Why UNI EN 1090 (CE and DOP) Matters<\/h2>\n\n<p class=\"wp-block-paragraph\">In addition to performance considerations, there are <strong>supply chain and compliance<\/strong> issues: the design and construction of the structure must be carried out by <strong>a company certified by a third-party body<\/strong> to manufacture in accordance with <strong>UNI EN 1090<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">Otherwise, it is stated that:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>It will not be possible to affix the <strong>CE mark<\/strong>;<\/li>\n\n\n\n<li>it will be impossible to produce the relevant <strong>PDO<\/strong>;<\/li>\n\n\n\n<li>Without CE and DOP certification, \u201cthe structure cannot be brought to the construction site.\u201d<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">This step directly links the technical aspect (structural suitability) to the documentation and authorization aspects (market release and acceptance on the construction site).<\/p>\n\n<h2 id=\"ingresso-in-cantiere-cosa-comporta-lassenza-di-ce-e-dop\" class=\"wp-block-heading\">Entry to the Construction Site: What Happens If You Don\u2019t Have a CE or DOP<\/h2>\n\n<p class=\"wp-block-paragraph\">The text is clear: <strong>CE<\/strong> and <strong>DOP<\/strong> are requirements without which the structure <strong>cannot be brought to the construction site<\/strong>. This is not a bureaucratic detail, but an operational obstacle. <\/p>\n\n<p class=\"wp-block-paragraph\">Consequently, if such a facility were to be built anyway:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>marketed<\/strong>, and<\/li>\n\n\n\n<li><strong>accepted at the construction site<\/strong>,<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">This would lead to a risky situation in which it is no longer merely a \u201ctechnical decision,\u201d but rather one involving potential violations with significant consequences for the various parties involved.<\/p>\n\n<h2 id=\"sanzioni-dl-106-2017-e-responsabilita-lungo-la-catena\" class=\"wp-block-heading\">Penalties: Decree-Law 106\/2017 and Liability Throughout the Supply Chain<\/h2>\n\n<p class=\"wp-block-paragraph\">In the case described, reference is made to the penalties provided for in <strong>Decree-Law 106\/2017<\/strong>, concerning national alignment with the  <strong>Regulation (EU) No. 305\/2011<\/strong>  (construction products).<\/p>\n\n<p class=\"wp-block-paragraph\">Specifically, it is noted that Decree-Law 106\/2017 (Articles <strong>19, 20, and 21<\/strong>) introduces a <strong>system of penalties<\/strong> for violations resulting from the improper use of <strong>the CE mark<\/strong>. The penalties apply to: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>manufacturers,<\/li>\n\n\n\n<li>installers,<\/li>\n\n\n\n<li>construction managers,<\/li>\n\n\n\n<li>project managers,<\/li>\n\n\n\n<li>testers,<\/li>\n\n\n\n<li>certifying officers,<\/li>\n\n\n\n<li>designers.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">It should also be noted that these <strong>administrative and criminal<\/strong> penalties are <strong>more severe<\/strong> if the construction products are used for <strong>structural or fire protection<\/strong> purposes.<\/p>\n\n<h2 id=\"checklist-rapida-come-leggere-correttamente-la-richiesta-del-committente\" class=\"wp-block-heading\">Quick Checklist: How to Properly Interpret a Client&#8217;s Request<\/h2>\n\n<p class=\"wp-block-paragraph\">When you are asked to \u201creport\u201d the service, the logical verification (even before the documentary verification) can follow these steps:<\/p>\n\n<ol class=\"wp-block-list\">\n<li>The requirement is for the room to have <strong>a fire resistance rating<\/strong> (referred to as <strong>R60<\/strong>).<\/li>\n\n\n\n<li>Is the <strong>load-bearing structure<\/strong> capable of achieving this performance?<\/li>\n\n\n\n<li>Do the (non-load-bearing) <strong>panels<\/strong> meet at least <strong>A2s1d0 \u2013 UNI 11292 5.1<\/strong>?<\/li>\n\n\n\n<li>Is the structure manufactured by a certified company (third-party organization) in accordance with <strong>UNI EN 1090<\/strong>?<\/li>\n\n\n\n<li>Are <strong>the CE mark<\/strong> and <strong>PDO<\/strong> certification required for access to the construction site?<\/li>\n\n\n\n<li>If something is missing, who assumes the risk of sale\/acceptance?<\/li>\n<\/ol>\n\n<h2 id=\"conclusione\" class=\"wp-block-heading\">Conclusion<\/h2>\n\n<p class=\"wp-block-paragraph\">A prefabricated fire compartment cannot be considered compliant with the required performance simply because it has EI60 panels: if the <strong>load-bearing structure<\/strong> made of <strong>galvanized sheet metal<\/strong> is not suitable, the <strong>fire resistance of the fire compartments<\/strong> cannot be reliably certified.
