Clarifications on Ministerial Decree 01/09/2021 regarding the role of the Qualified Maintenance Technician
Since Ministerial Decree March 10, 1998, regulations have distinguished certain surveillance activities for fire prevention devices that do not necessarily require the intervention of a specialized maintenance technician. With Ministerial Decree September 1, 2021, the National Fire Corps more clearly defines the role of the Qualified Maintenance Technician, who remains central for “qualified” maintenance and verification activities.
1) "Surveillance": what it means and who can perform it
Surveillance is a set of basic activities that can be carried out by the business owner through normally present personnel, provided they are appropriately trained.
In practical terms, the regulations do not require that operations such as starting up equipment (fire prevention or otherwise) be carried out exclusively by a maintenance technician: they can be performed by an internal user or operator instructed on the correct procedures.
2) "Periodic checks": when a Qualified Maintenance Technician is needed
The subject of periodic checks is different; these are assigned to the Qualified Maintenance Technician and must be performed solely by qualified personnel.
For booster sets / fire pressurization units, periodic checks typically include quarterly, annual, and triennial inspections. Weekly and monthly checks, however, can be carried out by an adequately trained person, in compliance with the established procedures.
3) Training and qualification: two different levels
- Our Academy courses are designed for technical training on fire pressurization units, with a theoretical-practical approach and exercises on real pumping units, to support the daily activities of those working on fire equipment and systems (components, routine maintenance, most frequent faults and alarms).
- Training aimed at becoming a Qualified Maintenance Technician, however, is the responsibility of the relevant authorities (e.g., Maia, for which we are an authorized center). For registration, it is necessary to refer to the authority’s channels. Click Here

Can I continue to perform maintenance according to Ministerial Decree March 10, 1998, without being qualified according to Ministerial Decree September 1, 2021?
No. The Decree of September 1, 2021, repeals certain provisions of Ministerial Decree March 10, 1998, requiring the maintenance technician to qualify according to Ministerial Decree September 1, 2021, to perform maintenance on fire safety materials and devices.
Is the qualification obtained individual or can it be attributed to the maintenance company?
The qualification is individual and cannot be transferred to third parties.
Will a list of qualified maintenance technicians based on the ministerial decree be available?
Yes, the list of qualified maintenance technicians will be accessible on a dedicated platform managed by the National Fire Corps and updated by the training entities responsible for organizing the exams.
